  1. -introduce motorcycle drive lane to transport people to and from the CBD
    -Discourage personal/private cars into the CBD instead encourage public transport through hiking parking fees within the CBD
    -Designate parking spaces/towers in the outskirts
    -combine all this with commuter trains which will access every estate
